The talks, which seek to evaluate the fulfillment of the migration agreements signed between Havana and Washington in 1994 and in 1995, were suspended by Cuba last June, amidst the struggle to demand the return of six-year old Elian Gonzalez to his father and homeland. The Cuban delegation, will be headed by the President of the Cuban National Parliament Ricardo Alarcon, while the U.S. party will be headed by Under Secretary of State for Hemispheric Affairs, William Brownfield.
