RHC Viewpoint - South Summit - 3 April 2000 Via NY Transfer News * All the News That Doesn't Fit Radio Havana Cuba's VIEWPOINT - 3 April 2000 UPCOMING SOUTH SUMMIT WILL BE DECISIVE FOR UNITY AND MUTUAL COOPERATION At the beginning of next week, more than 50 heads of state and government of the Group of 77 will meet in Havana for the South Summit. The meeting takes its name from the fact that underdeveloped nations are primarily located in the world's Southern Hemisphere. This is a region where economically disadvantaged countries -- through united action and mutual cooperation -- are in a position to find common solutions to their common problems. Many of these nations of the South emerged from European colonialism and economic dependency, only to become submerged in conditions of poverty, illiteracy and abysmal health -- without any viable way to get out of the situation. The policy that has been traditionally followed by the rich and powerful nations against the poor majority has been to divide and conquer. The main objective is obviously to make exploitation of the region's natural resources easier, providing raw materials for the industrial North. The Third World has come to realize that the most important political and strategic objective is to build unity. This unity will strengthen the Third World's hand in negotiations with the industrialized countries, which have long overpowered their neighbors to the South. One example of this imbalance between North and South is the skyrocketing multi-billion dollar foreign debt of Third World nations -- something that is totally unpayable and uncollectable. Each year, these countries must devote greater amounts of money to pay the ever-growing interest rates, depriving their citizens of many important social services. If unity is not achieved, the sinister formula of "divide and conquer" will continue. The underdeveloped countries cannot allow such a situation to go on indefinitely and the South Summit, which gets underway next week in the Cuban capital, will be an opportunity to put an end to this madness.
