The Cuban parliament discussed and approved a draft bill allowing for the recalling of delegates at municipal, provincial and national levels of the Parliament - if it is proven that a delegate or deputy has not appropriately meet his or her commitment or responsibility. The new law was unanimously approved by the Cuban National Assembly as the first item on Tuesday's agenda. Another important issue was a report by Cuba's Agriculture Minister Alfredo Jordan on cattle-rustling. The report presented to the Assembly reflected a decrease in that type of crime over the past eight months. Cuban President Fidel Castro took the floor to express his opinions on the issue of stealing and cattle rustling, which he called "a crime against society" that affects social values and morals. During his remarks, the leader of the Cuban Revolution also referred to other topics of national interest, such as the need to increase the number of teachers in Cuban high schools. Fidel Castro suggested that legislators and Communist Party officials offer to contribute their time and knowledge to the education of our youth. Fidel said "that would be a revolutionary solution to an educational problem." The Cuban president also called attention to international issues, particularly neo-liberal globalization and economic and financial formulas that have a negative impact on Third World nations. Fidel Castro referred to the plans of powerful nations to create what he called "a huge free trade zone." CUBAN FOREIGN MINISTER TO BEGIN OFFICIAL VISIT TO SPAIN Havana, September 14(RHC)-- Cuban Foreign Minister Felipe Perez Roque will begin an official visit to Spain tomorrow, Wednesday. The Cuban official will formally invite Spanish President Jose Maria Aznar and Foreign Minister Abel Matutes to the upcoming Ibero-American Summit in Havana, slated for November. Perez Roque will also take the opportunity to talk with Foreign Minister Matutes about details concerning the preparation of the 9th Ibero-American Summit. Both leaders are scheduled to hold a joint news conference following their meeting. Upon wrapping up his visit to Spain on Friday, the Cuban foreign minister will travel to Portugal and from there to New York City to participate in the United Nations General Assembly gathering and a ministerial meeting of the Non-Aligned Movement. GUINEA-BISSAU'S PRIME MINISTER ENDS OFFICIAL VISIT TO CUBA Havana, September 14(RHC)-- Guinea-Bissau's Prime Minister Francisco Jose Fadul thanked the Cuban people, especially President Fidel Castro, for cooperation towards the African nation and the example of the Caribbean island's spirit of solidarity. In statements Monday before ending an official visit to Cuba, the prime minister of Guinea-Bissau said Cuba's help has been instrumental in the country's development. During his stay on the island, the African leader was invited to attend the ordinary sessions of the Cuban National Assembly. He also spoke with Cuban internationalists who have offered their services in Guinea-Bissau and met with Cuban President Fidel Castro. Guinea-Bissau's prime minister told journalists in Havana that Cuba will send 25 doctors to help re-open the School of Medicine. He added that 100 Cuban doctors and paramedics will soon begin to work in Guinea-Bissau to lend support to that African country's health care services.
