In a letter to NATO Secretary General Javier Solana, Human Rights Watch questioned attacks against civilian objectives or targets that if attacked could result in what it called "disproportionate civilian damage." The U.S.-based human rights organization pointed to a series of incidents -- including attacks against factories, electricity plants, radio and TV stations and a civilian hospital in the Yugoslav city of Nis, as well as the bombardment of the Chinese embassy in Belgrade. Human Rights Watch Executive Director Kenneth Roth stated that NATO claims its war is in defense of human rights, but that if this is true, the military alliance must do everything possible to avoid harm to civilians. In recent days, this human rights organization also criticized NATO's use of cluster bombs -- prohibited by international law.
