Newsweek reported that several weeks ago, the U.S. Joint Chiefs of Staff sent a letter to Defense Secretary William Cohen expressing this position. According to the magazine, the U.S. top brass believes that in order for the ground operations to begin in August -- before the beginning of winter -- ground troops will have to begin deployment in early June. The report coincides with similar statements to U.S. television reporters by retired Army General Colin Powell, who led U.S. forces during the Gulf War. Powell said that the exclusive use of air power had given Yugoslav President Slobodan Milosevic the decision as to when the Kosovo conflict would be ended. OOPS! OH WELL... NOBODY'S PERFECT! In a joint editorial in Sunday's edition of The Washington Post, British Foreign Secretary Robin Cook and U.S. Secretary of State Madeleine Albright warned that more civilian casualties could result from the NATO campaign -- with the justification that "perfection is unattainable." The warning comes in the wake of the bombing of a village in Yugoslavia in which 80 Kosovo Albanian civilians were killed. TENS OF THOUSANDS TAKE TO THE STREETS IN ITALY In central Italy on Sunday, some 80,000 people took part in a march to protest NATO operations, condemning the large number of civilian casualties.
