In statements to CNN on Tuesday, McNamara also stated that "air strikes alone will not be sufficient to obtain NATO's tactical and strategic objectives," while a necessary land invasion would be extremely difficult and very costly. While admitting that a land invasion is not impossible, the former U.S. defense secretary during the Vietnam War stated that Yugoslavia's climatic and geographic conditions would not be in NATO's favor. First, he said, is the issue of Yugoslavia's upcoming winter. In the second place, while the southern zone through which a land invasion would have to be launched is an extremely rugged and mountainous region, the sea ports to the north are very narrow. McNamara stated that as a result, "the best option is to negotiate" -- with, he added, "the indispensable participation of Russia." In related news, United Nations Secretary General Kofi Annan today stated that a lasting solution in Kosovo cannot be achieved on the battlefield -- in what has been called an implicit denunciation of NATO's on-going aerial bombardment campaign.
